Candidates answer HIV issue survey questions

Candidates running for governor of Ohio and the Ohio legislature were sent a fourquestion questionnaire by the North Coast HIV and AIDS Coalition. The following are the responses received by October 5. Candidates not listed did not respond to the questionnaire by that date.

Syringe exchange

Do you support syringe exchange programs as a public health strategy for preventing HIV and hepatitis among injection drug users and their partners and children?

Gubernatorial candidate Lee Fisher: "I believe this is a local health decision that is best left to local officials."

County Commissioner candidate Jimmy Dimora: "I would consider supporting any

responsible program that would effectively serve to reduce the incidence of HIV and hepatitis among injection drug users. However, I oppose a blanket syringe exchange program. We have to aggressively fight the problem of drug addiction, and needle exchange should be used only in conjunction with a comprehensive drug abuse prevention/treatment program."

State Representative tenth district candidate Hiwatha Nowden: "No."

State Representative tenth district candidate Guy Templetron Black: "Yes."

State Representative 13th district candidate Barbara Pringle: "Yes."

State Representative 15th district candidate James Trakas: “No, we should not be encouraging drug users to use drugs."

State Representative 18th district candidate Erin Sullivan: "Yes."

State Representative 19th district candidate Ilona K. Frank: "No."

Ohio State Senate 21st district candidate Richard Norris: "Yes."

State funding of HIV services

Do you support increased state of Ohio funding for HIV and AIDS services and prevention education to meet the growing need, and to offset federal funding reductions?

Fisher: "Yes. We need to bring federal, state and local public and private resources together in a collaborative effort to do HIV/ AIDS services and prevention."

Dimora: "Yes."

Nowden: "Yes."

Black: "Yes."

Pringle: "Yes."

Trakas: "No. It would depend on how effective current funding is and where it goes."

Sullivan: "Yes." Frank: "No." Norris: "Yes."

Anonymous antibody testing

Do you support efforts to preserve existing voluntary and anonymous HIV (AIDS) antibody testing, and oppose efforts to make testing mandatory for specific groups such as pregnant women?

Fisher: "Yes."

Dimora: "While we need to maintain a level of awareness of those who are afflicted with HIV/AIDS, it should not be at the expense of any individual's right to privacy."
